The Role of Social Advocacy in Addressing Social Inequality in Low-Income Communities

Abstract
This study examines the role of social advocacy in mitigating social inequality among low-income urban communities, with a focus on disparities in access to welfare and essential services. Employing a qualitative approach through an in-depth case study design, the research enables a comprehensive understanding of advocacy dynamics and interactions among stakeholders involved in social decision-making. The investigation was conducted in the densely populated urban settlement “Sinar Jaya,” which reflects conditions of structural poverty and limited access to basic public services. Twelve key informants were selected through purposive sampling, consisting of social workers, NGO activists, local government officials, and community members who possess direct experience in advocacy processes. The findings reveal that collaborative social advocacy significantly bridges the gap between community needs and governmental policy responses by fostering dialogue, empowerment, and improvements in basic services. Advocacy initiatives enhanced access to healthcare, social assistance, and neighborhood facilities. The study suggests strengthening advocacy institutions, improving social worker capacities, and expanding strategic partnerships between government and non-government actors to ensure sustainable responses to urban social inequality.
