Digital-Based Social Counseling Services: Opportunities and Challenges in Enhancing Community Well-Being

Abstract
This study examines the opportunities and challenges of digital-based social counseling services in enhancing community well-being within the context of contemporary social welfare transformation. The research aims to analyze how digital counseling services improve accessibility, responsiveness, and community support while also identifying barriers related to technological inequality, institutional readiness, and ethical protection. The study employs a qualitative approach using a descriptive case study design because this method enables an in-depth exploration of social interactions, service experiences, and organizational practices in real-life contexts. The research was conducted in Bandung City, West Java, Indonesia, selected due to its active digital public service development and diverse social characteristics. Twelve informants participated in the study, including service managers, social counselors, technical staff, and community members, chosen purposively based on their direct involvement and knowledge of digital counseling services. The findings indicate that digital counseling improves service accessibility, communication flexibility, and community participation, but faces challenges concerning digital literacy, emotional interaction, and data confidentiality. The study recommends strengthening digital infrastructure, counselor competence, ethical governance, and inclusive service policies to ensure sustainable and equitable community welfare outcomes.
