Abstract

This study examines how welfare programs can advance social empowerment beyond economic assistance through transformative participation. The research aims to analyze the extent to which participatory mechanisms within welfare programs enable beneficiaries to exercise agency and influence decision-making processes. A qualitative approach was employed using a case study design, selected for its capacity to provide an in-depth and context-sensitive understanding of complex social interactions and institutional dynamics. The study was conducted in Tangerang Regency, Indonesia, a setting characterized by active welfare interventions and diverse socio-economic conditions. A total of twelve informants were purposively selected, including policymakers, program facilitators, and beneficiaries, to capture multiple perspectives based on their direct involvement and experiential knowledge. Data were collected through in-depth interviews, observation, and document analysis, and analyzed thematically. The findings reveal that participation remains largely procedural, limiting its transformative potential, although effective facilitation and capacity-building can enhance empowerment outcomes. The study recommends strengthening inclusive governance structures, decentralizing decision-making, and investing in community capacity development to ensure meaningful participation and sustainable social empowerment.
