Innovation in Public Service Delivery: Strategies for Improving Government Responsiveness

Abstract
This study examines innovation in public service delivery as a strategic approach to improving government responsiveness. The research aims to analyze how managerial, collaborative, and technological innovations influence the capacity of public institutions to respond effectively to citizens’ needs. A qualitative approach is employed using a case study design, selected for its ability to provide an in-depth and context-sensitive understanding of complex governance processes. The study is conducted in local government institutions in East Java, Indonesia, chosen due to their ongoing reform initiatives and diverse service delivery contexts. Data are collected from fifteen purposively selected informants, including government officials, service managers, front-line staff, and community representatives, based on their direct involvement and experiential knowledge of innovation practices. The findings reveal that although innovation initiatives such as digital platforms and participatory mechanisms have improved service accessibility and transparency, their impact on responsiveness remains constrained by fragmented implementation, limited coordination, and uneven institutional capacity. The study concludes that integrated strategies combining managerial reform, network collaboration, and digital governance are essential for achieving responsive public services. It recommends strengthening institutional alignment, enhancing stakeholder engagement, and investing in digital inclusivity to optimize innovation outcomes.
