Bureaucratic Reform as a Strategy to Improve the Quality of Governance: A Study of Policy Processes and Implementation

Abstract

Bureaucratic reform is widely recognized as a strategic approach to enhancing the quality of governance through organizational restructuring, cultural transformation, and more effective policy implementation. This study aims to examine the processes and implementation of bureaucratic reform policies and to identify key factors influencing their success in improving governmental responsiveness, efficiency, and accountability. Employing a qualitative approach with a case study design, the research was conducted at the Ministry of Administrative and Bureaucratic Reform (PAN-RB) and the One-Stop Integrated Service Office (LTSP) in South Jakarta. These institutions were selected due to their strategic roles in formulating, coordinating, and implementing bureaucratic reform at the local level. Data were collected through in-depth interviews with twelve purposively selected key informants, including structural officials, policy analysts, and program implementers directly involved in reform initiatives. The findings indicate that structural reforms and procedural digitalization contribute to service efficiency; however, their effectiveness largely depends on adaptive organizational culture, bureaucratic capacity, and leadership commitment. Internal resistance and weak inter-unit coordination remain significant challenges, underscoring the need for integrated structural, cultural, and operational reforms to strengthen governance quality.
